By the summer of 2026, residents of and visitors to Downtown Loveland will hardly recognize 4th Street. The Heart Improvement Plan (HIP Streets) began in February of 2025, with major road construction, sidewalk closures and detours. More than a few businesses saw major drops in foot traffic, struggling to survive the chaos in this Northern Colorado town.

After nine months of all the [needed] improvements on the east end of 4th Street, things began to look "normal" again, bringing a sigh of relief to business owners, nearby residents and those who love and enjoy Downtown Loveland. Though the full job won't be completed to well into 2026, having the two blocks east of Lincoln Avenue "back to good" again felt great.

Having this portion of the project open gives folks not only access to those businesses again, but also gives them a look at how the major portion of the project (between Lincoln and Cleveland) will look after its completion: Widened sidewalks with pavers, new/additional streetlamps, and parallel parking. If there's one thing that people aren't excited about, it's the parallel parking, that's for sure.

There are two businesses that have really felt the brunt of the months of construction: B Sweet Cupcakes and East End Ale House/Side Pockets. Having the street closed, and sidewalks torn up brought foot traffic into their places to near rock bottom. Loyal customers and pure grit helped them weather it out. For a couple of months, it was a maze, trying to find your way to their doorstep; that was all over by the end of November, just in time for the holiday season.

When I paid my last visit to the Downtown Safeway on its last day, October 25, 2025, it was with trepidation: I didn't want to see how sad it probably looked, but like watching a wreck on the highway, it was hard to not see the how it looked.
