Old Colorado towns/cities have to go through needed improvements form time to time. Loveland's 4th Street has been going through renovations since February of 2025. A major part of the street re-opened on July 24 of 2026.

Work began on Loveland's Heart Improvement Plan (HIP Streets) in late February of 2025; a project over 15 years in planning: ".. a cost-effective approach to revitalizing 19 core blocks of Downtown Loveland. It's hard to believe that when this first phase of HIP Streets is complete, the City will still need to work on 14 more blocks.

Block Three of the 4th Street project, between Lincoln and Cleveland, closed off that portion to vehicle traffic on December 1, 2025. That particular block of Downtown is basically the epicenter of Downtown's economy.

Yes, the City made it possible for pedestrians to get to the restaurants/businesses, but when people know that the stretch in front of The Rialto is closed, they change their minds about even coming down.

How Many Parallel Parking Spaces Are Now Between Lincoln and Cleveland?

With the re-opening of this stretch (the main stretch) of 4th, commuters will find there are 14 parallel parking spaces. Each side of the street does have one space dedicated to handicapped parking. The City would like to remind you of the Foundry's (free) parking garage and the other surface lots around Downtown.

There is still a lot of improvements coming to 4th between Lincoln and Cleveland, including sculptures and other art. The old clock will be coming back (after a big renovation,) Rialto will be re-installing that bronze sculpture of the cinematographer, The Rialto will also be installing a new marquee showing upcoming events.

There are two handicapped spots between Lincoln and Cleveland: One on the northwest side, one on the southeast side.

On July 24, 2026, I was hoping that they'd open the street at 8:00 a.m.; that was not the case. I came back Downtown at around 10:30, and found the street bustling with parallel parkers and folks just being delighted that it was open.

When Will All of 4th Street in Downtown Loveland Be Open?

I would expect a huge celebration when the 4th Street project is complete; which, according to the City, should be "before the [2026] holidays." Fingers crossed that happens, and locals and visitors can really enjoy all that 4th Street has to offer, before 2027.
